The good stuff is not found at hardware stores. Try to find "Preferred" brand at a cement or masonry store.
I have seen Kool-Deck by Mortex last over 20 years if done properly. Kool-Deck only works on brand new concrete as it is applied the same day the concrete is poured and MUST be done by an experienced installer. If the concrete is already there then use one of the polymer modified "spraydecks." "Preferred" is a good brand to use. Spraydecks are not as cool as Kool Deck but at least it works on existing concrete.
You can try paint remover or paint the desk color over it.

It is most commonly applied on fresh pours because of labor and timing simplicity, which lowers cost. No fence paint does not have as much wax in it and it wont last very long before you have to paint it again. As decking has a lot of foot traffic as obviously a fence does not. Take it from me I found out the hard way. Yes deck paint is more expensive but will last a long time.
No, primer has no lasting qualities as a finish. It needs a harder paint over it.
