In the UK... Apply for a provisional licence from the DVLA. Take a recognised driving course. Pass the theory test. Pass the practical test. Send your pass certificate and provisional to the DVLA. They will issue your full licence.

First of all you have to pass your theory test first before you can even think of your practical. To practice a driving test you could ask your driving instructor to go through all the different manoeuvres that could be expected of you whilst in your proper driving test.
