Try this:
- Delete Your Fallout 3 Save games from C:\Users\\Documents\My Games\Fallout3
- Download d3d9.dll from Microsoft Its the DirectX 9 DLL
- Place the DLL file in the fallout 3 directory where the game executable is.
- Start the Launcher and lower all your settings including Resolution then enable Vsync.
- Launch fallout 3
