The DSi is an enhanced DS, and all 'DS games' will run on it - in fact there are no such thing as 'DSi games' apart from any DSi shop ones, or the possible exception of a game that uses the DSi's cameras.
However since the DSi does not have a slot-2, it means Guitar Hero can't be played on it, as that has a necessary add-on that requires the DS slot-2.
Skype is not available on the Nintendo DSi. The only game console that currently has Skype built in is the PSP.

Yes, DS games are not region-locked. Any console will play any games.
no the dsi does not have a virtual world
The original DS can play them, as can the DS lite. The DSi, DSi XL and the 3DS do not have a GBA slot.
On the Original Nintendo DS, and Nintendo DS lite, you can play Game Boy and Game Boy Advance games. But on the Nintendo DSi and Nintendo DSi XL, there is no Game Boy or Game Boy Advance slot.
Nintendo's definitely thinking about it, and it will be past portable console (i.e. Game Boy, Game Gear, Game Boy Color, etc.) games, but they haven't completely decided on it.
PS3 is better as a home games console and should be compared with the Nintendo Wii or Xbox 360 which are also Game Consoles. The PSP and PSP Go would be the Portables to compare to the Nintendo DS or DSi. Nintendo dsi is better as an "on the go" console because you don't need a tv for it The PSP Go works with the PS3 and makes a better portable console than the DSi
Nintendo DS, Nintendo 3DS, Nintendo Wii, Nintendo DSI.
you can not play Poptropica on the Nintendo DSi
There is no reason behind not being able to play Bolt on a Nintendo DSi unless the game isn't an offical licensed copy of the game since Bolt is a Nintendo DS game and therefore is capable of being played on all Nintendo DS systems which will include DSi, DSi XL, 3DS and 3DS XL.
The easiest Nintendo console to setup would be the Nintendo Ds or Dsi which is ready to play right out of the box with no setup.
