Steam's mandatory for Skyrim, for both disc and digital versions. If you've uninstalled Steam, you'll need to reinstall it, and get the patch from there.
Assuming you mean for the PC, most good game stores should have it, like GAME.There is no disc version for XBox360 or PS3.
installing "skyrim" from the disc is just supposed to make the game run smoother/ faster. personally I don't notice much difference in performance but if you have a lot of free space it could be worth a try.

No you need the disc to play it.
The PS3 version is not compatible with any other version of the game. Why would you think you could use a PS3 save in a PC when you already know the game disc will not work.
