Probably not. I have been trying to figure out if there is a way to play NTSC J games on an NTSC US system (even though they're both NTSC format, it would still require getting around the country code check), and it seems like the answer is not without going to a lot of trouble--there's all sort of information out there about hacks, mod chips, and what not, but it seems like it's probably mostly misinformation, and sorting through it all seems to be more trouble than it's worth. I'm starting to think about just buying an import NTSC J system.

Because Play Station was the original game console and it was named that because the creators of it worked at a station, and they decided to name it with a play - because you play it... so therefor play station! and then they decided to add new features to make a playstation two and even more features to play station 3
The American game restriction is not only NTSC for PS2 games and other countries have NTSC games that are not playable in American PS2 consoles
Sony has a strict policy of regional lockouts. NTSC/UC games can only be played on a NTSC/UC machine. NTSC/J games can only be played on a NTSC/J machine. PAL games can only be played on a PAL machine. If you are serious about wanting to play games that are out of the U.S., mod chip or swap disc is the only solution or you can try tracking down a foreign PS2.

The PlayStation 3 offers free online play on the PlayStation Network. It won't cost you a penny, all you need is a PlayStation 3 game console.
If your PS2 is an NTSC one and you have not modified it, no PAL game may work. Only if you modify your PS2, then it will work.
No console can play another Brands consoles even if the Discs do fit. That's why when they sell them the indicate what game console the will play in. So none the models of the Playstation, Nintendo, and PC games will play in any Xbox console models and vice versa for all of them.
