First, it's illegal. And no-one -- especially not the first responders, police or judges, are the least bit sympathetic about such things. You aren't going to get off with a warning. And there's always a chance you can divert resources away from someone who's really in trouble. How would that feel?
Also, when you call 911, it registers your phone number and your location instantly. You have caller ID blocking? Not for 911 you don't. You're on a cell phone? Most cells have a built in GPS capablity nowadays -- they can locate you, and of course they still have your number. Not enough time to trace you? Nonsense -- you're traced before they answer the line.
Don't even consider doing this. There is absolutely no upside.

No you can not be called by 911 unless you called them. If you hang-up on 911 you will have an officer at your house. Some departments can trace the cell phone calls.
