You can run a 6AWG cable from a 2 pole 60A breaker in the main box to your garage, into a small sub-box with 4 15A circuit breakers, and hang a outlet from each circuit breaker. That would do 4 normal power tools fairly safely.

Your better off bringing a 100A sub service to your garage if your going to spend the time and money on the project.

60 amps will work just fine but 40 or 50 amps will probably do you just as well. Odds are you won't be running more than one tool at a time and you can install multiple 15 or 20 amp circuits. Your individual circuits can add up to more than the size of service you actually supply.

A compressor may need a 240v 2-pole circuit. Lights are not much of a consideration unless you are doing something unusual. Install enough receptacles that one is always convenient.

No. Any connections to the detached garage have to be after the main disconnect of your house panel. You have two options here. You can replace meter with a meter disconnect combo and have the main feed your house and add a breaker to feed the garage or You could install a 400 ap service and place two disconnects at the meter. one for the house and one for the garage. unless you are going to have a serious electrial load in the garage you sould just feed off the panel in the house for cost effectiveness.

I would personally run a new line from the main service from your house to your hot tub.. This might seem like a pain in the butt considering your situation it would save ALOT of headaches in the future.. With the recent advancements in plug in cars, lawn mowers, etc. and the fact that the more circuitry you have for future expansion in your garage the better off you will be.. You can read both the voltage and the current with a Fluke brand multimeter. the current (amperage) is read with the "clamp on" feature that is built on the instrument.. Make sure to purchase the meter with this feature.. (They are beautiful!) There are a few things that hot tubs require before installation.. Make sure your are at LEAST 22 feet 6 inches from ANY overhead power.. If there are ANY non GFCI receptacles (outlets) within 10 feet from your tub make sure to change them to the GFCI type.. If you have lighting within 10 feet from the tubs basin that lighting also has to be GFCI protected .. If your power is being run underground the tub must be at least 6 feet away from the underground pipe.. One thing that is missed above is that the hot tub circuit itself has to be on a GFI breaker.
