Yes. It happened to me when I used the wrong spark plugs on my celica. If you're using the correct spark plugs and its still running lean it could be an in take leak, faulty maf sensor, dirty fuel filter or injectors.

Water around the outsides of the spark plug may keep the car from running due to poor spark plug wires, but the engine should still turn over.
Bad spark plugs can indeed cause an engine to idle rough. If any of the spark plugs are misfiring or are not producing enough of a spark to ignite the fuel, then not only will the engine idle roughly, it will alwso waste gas. If may seem as though it is running fine when you are driving however, you still may be wasting gas and your pickup may not be as fast as it should.

If you replace spark plugs and wires and coil and plckup coil and milgletet and still will not keep running what do you do
spark plugs are directly in center of valve cover under spark plug boots. Follow wires from coil pack and remove wire from plug. Plugs still can not be seen but can be removed with small spark plug socket and long extension.

check the ignition module, it's in or around the rotor

you would take out the spark plugs still attached to the spark wires. place the metal of the plugs onto a grounded metal spot. make sure they are not touching in order to prevent damaging them or blowing fuses.
check the gappings of your spark plugs, it must be uniform.
