No if you mean can you buy a PS3 game and load the game into the PS3 harddrive so you never have to put the disc in again. Each time you want to play a PS3 game that is on Disc your have to reload the disc into your PS3. Yes if you mean can you install the PS3 games you purchase from the PlayStation Store

It's not a PS3 server it's the PlayStation Network and PS3 games can not play against PC games any more than you could put a PS3 game in your computer and have it work. No you can not play on the PlayStation Network unless you have a PS3 and a PS3 game.
