An intercooler is used to cool intake air in a turbocharged vehicle, which your car is not, and increase the charge density. So to answer your question, No. If you want the look of an intercooler they do sell cosmetic mock ups that you could mount behind your bumper, but this is just a cosmetic fix.

Go to http://www.rpw.com.au and they have turbo kits for the M21. The engine in your car is the same engine that comes with a turbocharger in Mitsubishi cars, so everything will bolt right up. The main difference is, your engine has higher compression, so if you were to buy a stock Mitsubishi turbo kit (used or new) to install on your engine, you'd have to either buy an aftermarket intercooler or get used to buying 94+ octane gas... The upside will be, if you buy an intercooler, you're motor will have a much higher horsepower rating than the same turbo engine in a stock Mitsubishi due to your higher compression. If you do not use an intercooler I promise you that detonation will destroy your engine! Have fun!
if your eclipse is the gts( turboed model) then have the work is already done for you. in a after market turbo kit it should come with everything that your turbo kit already has just newer and better performance, but if the turbo kit is for your car its cake, replace the turbo with the new one, change out the oil feed, and oil return lines, remove all the rubber piping and replace with the new turbo pipeing. might have to remove your front bumper to install the new intercooler
rip the plastic airbox out as quick as possible and throw it away and then just follow the instructions your kit came with.
