Sometimes. Most toilets have about the same spacing on the bolts that hold the tank to the bowl and there is some lea way in them. That's really the only issue, the foam seal between the two will make up for a lot of difference and most are the same.
There is some interchange possible between brands, it depends on the spacing of the bolts that hold the tank to the base. If they are close, 1/4 inch could be used inplace of the normal 5/16 bolts to give slightly more play.

It has nothing to do with being a handicapped toilet, the bolts holding the tank to the bowl just aren't tight enough.
