No, in North America a piece of pipe can not be used as a ground rod. An approved ground rod of 5/8" x 10 feet is what is required. If rocks are encountered and the rod can not be driven into the ground, the rod is substituted by a ground plate. Ground plates are becoming more popular as a backhoe can dig the hole for them in rocky soil. The ground plates also have the advantage of having a larger per square inch surface area than that of the required two ten foot ground rods.
