No, according to NFPA Fire Code, among others, there must be a clear FLOOR space in front of any panel board, i.e., it may not be used for "storage".

NEC 110.26(A)(c) and (B). "The workspace shall be clear and extend from the ... floor to" no less than 6 1/2 feet high (or to the top of the equipment, which is higher).

By code you cannot have anything within 5 feet of the front of the panel.
