Yes if it is still completely frozen; No if it's thawed at all.
As long as it is still frozen and you cook it well, there is not a problem.
If it a good chunk of meat try placing it in a brine for a bit until it is defrosted, this should help with the taste and put back some of the moisture it has lost. If the meat is too far gone I don't know if this will work. And as for veggies just add a little more sugar than normal to the brine.
No. It is not a good idea to refreeze meat that has been temperature abused.

It is very difficult to imagine any scenario in which an employer would be within its legal rights to put an employee naked into a freezer.
It is generally not safe to refreeze bacon that has been defrosted, especially if it was left opened. Bacteria can grow on food that has been thawed and left at room temperature, increasing the risk of foodborne illness. If the bacon was defrosted in the refrigerator and has not been left out for more than two hours, it can be cooked and consumed safely. However, once cooked, it can be safely frozen again.
Put it at the back of the freezer or by the fan in the back!
If you flash freeze it, it should be ok. If you just put in the the freezer, the liquid in the plant cells will expand and rupture the cell walls of the union leaving you with mush when it is defrosted.
There are three convenient ways to defrost frozen meat, in the refrigerator, in moving water, or in the microwave. The best (from the safety point of view) is in the refrigerator. But size is important as well. If you have a small hamburger patty the microwave can work well, but the microwave has a tendency to cook outer portions of meat before the inner portions are defrosted. A pound of ground round (hamburger meat) can be defrosted in the microwave if you use the defrost setting and remove defrosted meat as you go. And then cook immediately. Defrosting in water is reasonable if you can put your frozen food in a waterproof plastic bag with the air pressed out and place it in a pot and keep a stream of cold water running through the pot. You have to watch this process and don't let defrosted meat linger in the pot. Make use of your defrosted meat immediately. If you have the time or your defrosting job is larger than a pound, refrigerator defrosting is the safest and easiest; just plan ahead.
