No, but it will void your warranty. As long as you own the device, you can do anything you want with it, but downloading (non-homebrew) games to play on that hacked PSP is illegal...

Modded lobbies work by altering files on the game disc and then booting up the game with the new altered files. Therefore, we will need a PS3 ISO Loader, which will take a while seeing as the hypervisor on PS3 is a lot better than the 360 one as it takes Blu-Rays... (A hypervisor is the part of the console that checks to see if the disc is authentic, you nned to trick this to be able to play pirate games... Which makes modded lobbies illegal, unless you've copied your own disc!)
