Yes.

You first need to "screen" it. Just mean a very light sanding to remove the top film and roughen up the service to give the new layer something to bite into. We do this in houses all the time. 4 or 5 years after we do someones floors, we will come out and screen the floors and put on just one coat.

No. Polyurethane is designed for wood, not laminate. In order to apply polyurethane properly, you are supposed to sand the floors first. You can not sand laminate flooring without ruining the surface.

Can you put an oil based polyurethane over the top of water borne polyurethane?

Yes, but the older finish must be completely dry before applying the new oil based top coat. For furniture use fine steel wool to remove the glossy surface from the old finish to ensure proper adhesion between the two, oil and water based polyurethane. For hardwood floors it would be advisable to "screen" the floor with a buffer using 100 or 150 grit screens. You can rent a buffer for the short time it takes to screen a floor for around $40.00. Without roughing up the old poly the new poly will not have anything to grip and will begin to peel in a short time. After you have vacuumed up the dust created by the screening process (for floors) wipe down the floors or furniture using mineral spirits or a solvent like denatured alcohol to clean the surface before you apply the finish. Use caution as both of these cleaning chemicals are extremely flammable.

If your painted cabinets were prepped but the paint scratches easy can you polyurethane over to help seal them?

If the paint scrathes off easily then it wasnt prepped properly. I dont recommend polyurethane over paint that is peeling. Your best bet is to prep them properly and repaint. First strip all the old (new) paint that is peeling down to bare wood. You should prime with a good oil based stain blocking primer like Kilz. After that fully dries any good paint will do, but an oil based paint will hold up better over the long haul. If you decide you are going to try and coat the existing job, then use varnish instead of polyurethane. But I highly advise against doing this.
