if you put a oil base floor sealer over water base you will find the top coat will flake and peal off your new floor. You need to wait 30 days before applying the oil base sealer to reduce your chances of peeling.

can i use water base paint over oil base paint
Yes, you can
yes
No, you can't .
Not a good idea, better to use oil based primer.
Yes. Clean and degloss the oil based paint, apply an oil based primer, then apply the water based paint.
Of course can, we already proved it on offset printing..
no it will peel. must use water base with water base & oil base with oil base.and use an undercoat to hide stains.

That usually works quite well.
For your painting project to see good results you should apply a coat of primer/sealer to the stained trim boards before applying the paint. Commonly used stains are oil base. Common paints are water base. The two do not work together. So seal the stain with a water base sealer and when it dries you can apply any kind of paint to it you desire.
