Yes, there can be quotes within quotes. You would put regular quote marks around the beginning and end of the entire quote. Then you would change the double quotes in the text to a single quote (the thing that looks like a backwards apostrophe).

Depends on your style. In Hart's Rules, direct quotations have single quotation marks. Say this is your original text:

Carr wrote, 'Together, they would bring "knowledge" to the unenlightened masses.'

You would quote it within text as:

'Carr wrote, "Together, they would bring 'knowledge' to the unenlightened masses."'

If your house style adopts double quotation marks for direct quotations, then it would be written:

"Carr wrote, 'Together, they would bring "knowledge" to the unenlightened masses.'"

Basically, the rule is to alternate between singles and doubles.

If possible, just create a new paragraph containing the text you have to quote and write it in smaller type, or indent it, and not surround it at all with a new set of quotation marks.
