Only in court. A police report is an official document that is not subject to revisions by anyone except the investigating officer(s) handling the case. Subsequent supplemental reports can be filed that alter or correct earlier aspects of the case, but the entire chain of ALL written notes and documents in the case becomes part of the chain-of-evidence.
