The Holy Spirit of The Bible is actually the Ruach haKodesh of the Faith of Israel. Jesus' faith is the Faith of Israel, not the church. It is probably possible to receive the Ruach haKodesh in isolation. But one must be in the right Faith, in the Covenant (which belongs to Israel, not the church), acknowledging the True Gospel or Good News (which also belongs to Israel and is not the one that is preached by the church and accepting Yeshua (Jesus) as the Maschiach (Christ) of Israel. Yeshua is not the Maschiach or Christ of the church. Maschiach or Christ in English means The ANNOINTED ONE (of Israel).

The so-called grace is given by Yeshua only after the obedience to the Torah is accepted and observed by the believer. The Torah has no power to forgive, but only to teach and to condemn. Yeshua comes in as the arbiter between the Law (Torah) and the Authority of His Father in heaven.

Yeshua has nothing to do with the church. He is with Israel and Israel only. Any gentile who wishes to have a share with the salvation from G-D must first deal with the Mandate that He had given to Israel. Then and only then can a gentile have a share (not ownership) of Israel's blessings, Covenant, eternal life, and graces.

Catholic Answer:No; the Holy Ghost can only be given through Baptism, which can only be administered by a Catholic Priest, and in the danger of death, by anyone. [Although as a side note if someone is not a member of a Catholic Church, their Baptism is valid if it is done with water and "in the Name of the Father, and of The Son, and of The Holy Spirit (or Ghost)].

"The fruit of Baptism, or baptismal grace, is a rich reality that includes forgiveness of original sin and all personal sins, birth into the new life by which man becomes an adoptive son of the Father, a member of Christ and a temple of the Holy Spirit. By this very fact the person baptized is incorporated into the Church, the Body of Christ, and made a sharer in the priesthood of Christ"*. (CCC 1279)

*Just as another side note, the phrase here: "priesthood of Christ" refers to the priesthood of all believers and that all who are part of the Body of Christ are to spread the Gospel. It does not mean that we are all part of the Ordained Priesthood and can confer the Sacraments.
