Yes. The generic term "Diabetes" or, more correctly, "diabetes mellitus" refers to any inability of the body to properly metabolize carbohydrates.
Type 1 diabetes, often called "Juvenile Diabetes" usually has its onset at youth. Its cause is unknown except that it is appears to be hereditary (genetic) and might be triggered by environmental factors. This form of diabetes is usually controlled by daily injections of insulin. Type 1 diabetics are usually fit and healthy.
Type 2 diabetes has its onset later in life and, in most cases, is self-inflicted and almost 100% preventable. Its cause is obesity which in turn is caused by overeating, poor diet, and lack of physical exercise. Most Type 2 diabetics are in poor physical condition.

It specifically states that diabetes can be considered a disability in certain circumstances, and that an employer MUST provide reasonable accommodation to people with diabetes. This includes allowing sufficient meal/snack breaks, providing an area to test blood sugar, take insulin injections, and recover from hypoglycemic or hyperglycemic episodes, and a proper place to store supplies including a sharps container to dispose of used syringes.
