You can there are two ways, 1. Isran will give you a quest to get a cure, or 2. Become a Werewolf from the Companions Questline. The two are mutually exclusive. Becoming a Werewolf also has the advantage of making your character immune to disease, thus preventing the contraction of the disease again

It should not. it would be like becoming a warewolf. The people fear you but a lv4 vampire does not get attacked. the vampire lord should not effect gameplay except that removing dawnguard may cause problems. the vampire lord is weakened by the sun but you can still get the well rested bonus.
