If you're talking about a personal account, jointly held by two individuals, additional security measures to prevent one party from withdrawing without consent of the other are typically not put in place unless specifically requested, and, even then, such services aren't always available.

In a joint account between two business partners, two businesses, etc., such measures are a bit more likely to be seen.

As for legality, being in a joint checking account together would imply consent by each party to allow the other access to those funds.

But, if you're sharing this account with a significant other, it would probably be for the best to talk it out with them before you draw the money out. Unless you don't mind being in the doghouse for a while.
