The State of New Mexico has nothing to do with the age you are allowed to rent at. The rental car company has an Insurance policy that protects them from rental driver stupidity. That policy says who they can rent too and who they may not. Ask the particular rental company you think you would like to rent from. I will bet no company will rent under 21 and most not under 25.
