Depends on the vehicle. They usually do not go bad. I know that some vehicles are pron to EGR problems, not the valve. The EGR port gets clogged, causing a vehicle to run poor. The port can be cleaned, I just had mind done on my 2000 Accord V6. The vehicle has not sputtered or had a bad start since.
You clean or replace it.

The exhaust gas recirculation (EGR) system has insufficient flow. It could be caused by the differential pressure feedback EGR sensor being faulty, there t is a blockage in the EGR tube (most likely from carbon buildup), the EGR valve is bad, or the EGR valve may not be opening.
replace egr valve.
The EGR valve is located at the front of the h22a4 engine. The EGR valve is right beside of the front of the EGR valve.
Trouble code P0401 means: Insufficient EGR Flow Detected Need to replace the EGR valve
Go to www.autozone.com and, Click Repair Info, and then Component Location.
1) Unplug the electrical connector for the EGR valve lift sensor. 2) Remove the two nuts that secure the EGR valve and detach the valve. 3) Clean the mating surfaces of the EGR valve and adapter. 4) Install the EGR valve using a new gasket. Tighten the nuts securely. 5) Plug in the electrical connector. These instructions come from the Haynes repair manual for Honda Accord 1990-1993 which also has good illustrations.
You also need to clean the "passages". EGR valve puts exhaust gas back into the engine intake under less than full power situations. When that happens exhaust deposits build up on the walls of the passages. Replacing the EGR valve was only half the repair, you also need to clean it out. There is a tube from under the EGR valve to the exhaust manifold. That is probably blocked.
