Yes - The statistics are -
215 / 205 is the width of the tyre
55 is the thickness of the tyre .
16 is the size of the rim .
Only you cannot change the tyre rim size - rest all can be done .
Of course you can substitute this size but the question should be, it is a wise decision? I will give you the facts and then you make the call. The 55 series tire will be 3.22% larger in overall diameter. You should never go over 3% difference. Your speedometer will read 58 at a true 60 mph. You car may ride slightly better but will have slightly less power. Handling will be adversely effected. A much better choice in a 60 series tire would be 205/60-16. But, my advice is to stick with the OEM size. Your decision.
Maybe, but it's quite a bit wider. Check for rubbing very carefully.
NO, this would be a very bad swap. Your speedometer would read 57 mph at a true 60 mph, and handling, ride, steering, traction, power, and mpg would be adversely effected. A 195/60-16 would be an acceptable swap.
No, it will not.
Yes, you can but know that your speedometer will show 61 mph at a true 60 mph. The vehicle will also handle differently.

Yes, you can mount 225-60r16 tires on a rim made for 215-65r16 tires.
215/60r16
215 60r16
I doubt it as there is 2" difference in diameter.
215/60r16 95v
yes that's what is required on most.
Many medium size modern cars take that size.
