No, this is a very bad substitute. If you go to a 85 series tire which I highly recommend you do not do, you would need to install a 215/85-16. Another good substitute that would work well is a 235/75-16.
No, the 15" tire will be 1" smaller. Your speedometer will be off, your mileage will suffer and the can will handle totally different. If you want to go with a 15" tire then install a 235/70-15 or a 265/60-15
