Yes a T12 lamp socket will take a T8 tube. The T8 tube will not operate. The T8 ballast is an electronic ballast where as the T12 ballast is a magnetic type. If you are changing over fluorescent fixtures to the smaller T8 lamps then the ballast has to be changed and the end sockets have to be rewired. The schematic on how to do the rewire is on the electronic ballast's label.

Then once I changed the bulb, I simply pushed the cover back in place

I have seen it both ways. Usually it is the bulb which is a few bucks. The ballast will cost more and could cost $15-$30 bucks depending on type. If you have another bulb that is working, swap it with the flicker light and see if the problem goes away. If the swapped bulb works, I always put the bad bulb in the fixture where the good bulb came from. If the bad bulb now works, you could have a seating problem with the bulb. If it flickers, replace it.

Modern headlight assemblies are just lenses and are really more part of the body than they were in older cars, to replace most all headlights on modern vehicles look under the hood behing the outer headlight lens and there is a bulb receptacle that inserts into the fixture, now it varies on how to remove it from one manufacturer to the next but that receptacle will either have a locking ring or will simply turn out of the back of the lens and you can pull out and replace the bulb from there. Be careful not to touch the bulb with your fingers to help it last longer, fingerprints or oil will cause the halogen bulbs to burn out quickly.

For my 2008 528i there is a housing under the hood that holds the assembly that the bulb plugs in. The housing is located directly behind the low beam location under the hood. Remove the cover and be sure not to loose the gasket to prevent water from damaging the bulb. Twist the bulb assembly to access the bulb. Replace the faulty bulb and replace it with a H7 from any auto parts store. Now replace the bulb assembly into the headlight housing and turn to the right. Replace the cover and you are done! And you probably saved some $$$
