It should be under the dash between the radio and accelerator. You can change it yourself, but it will have to be programmed by a dealer or mechanic.

According to the 3 different Hyundai dealerships there is not a turn signal relay on a 2003 tiburon. But it is actually located inside the BCM, if you can trust your self with opening the bcm you can change it yourself.
