This question has many if's to it, if by you lost it you mean it died, then no it is gone forever. If you simply dismounted it and walked away and can't find it then the next time you fast travel if it is alive it will appear near you. If you stole it then it merely ran back to the stables you stole it from! Happy Adventuring!

You cannot call your horse in Skyrim. If you lost it or it ran off, you can always wait for an hour or so ingame (using the wait action, [back] on XBOX360) and it should respawn when the waiting finishes. If it dies, there is no way to get it back.
