Unfortunately, you cannot ride a 150cc chopper on the roads in Ontario without properly registering and licensing it. You may possibly register it if you declare it as a homebuilt chopper and you are also obligated to put signals and a brake light on the back of the bike to make it "street legal".

To ride a 150cc scooter in Illinois you need a class L license. To ride anything greater than a 150cc displacement a class M license is required in Illinois.
If you ride it on dirt tracks, no you don't need a lisence. But it's illegal no matter what on public roads.

In Britain, a 17-year-old can ride a motorcycle with a maximum engine capacity of 125cc on L plates if they have a provisional license and are in possession of a CBT (Compulsory Basic Training) certificate. To ride a 150cc motorcycle, they would need to complete the full motorcycle test to obtain a Category A1 license. Riding a 150cc bike on L plates without the appropriate license would be illegal.
