That all depends on the size of an engine. If it is under 50cc (in Michigan at least) you must be at least 15 and get a moped license which costs about 8 bucks, and you have to register the moped and put a sticker ont he back that costs 15 bucks. If it is OVER 50cc you need a driver's license and a moped endorsement. If it IS under 50cc AND you have a driver's license, you're good to go. Also, if you get a driver's license after you get a moped license, you have to give up the moped license, but you can still legally ride it
No, you do not need a motorcycle endorsement to operate a 50cc and under moped or scooter in Oregon. You do, however need either a regular driver's license, or a moped-restricted Class-C license.

In the state of Kentucky, a moped is defined as a vehicle that is a motorized bicycle with an automatic transmission, an engine less than 50 ccs, and the capability to rev up to a speed of no more than 30 miles per hour. You don't need a moped license if you plan to operate the vehicle on private property only; however, if you plan to ride on streets or highways you'll need to obtain a Kentucky moped license and register the moped. You must be at least 16 years old with a valid driver's permit to apply for your moped license. If you're under 18, you'll need your parent or guardian to sign for you. If you already have a driver's or motorcycle license, it will suffice. You won't need a moped license, too. Apply for your moped license at your local County Clerk's office. The application process for a Kentucky moped license is much like that of a driver's permit. You'll complete a driver license application as well as take the written and vision exams. If you successfully pass your exams, the clerk will issue you a KY moped license. You can keep it until you obtain a motorcycle or driver's license, at which point you'll need to submit your moped license to the County Clerk's office. Even with a moped license or regular driver's license, a moped is not allowed on any public highways that have a minimum speed limit above 30 mph.
By law a CBT must be taken to ride a moped, and it is the only test you need to take to ride a moped on your own (this lasts for two years before you have to re take it unless you possess a full license by then), however you must use a learner plate at all times. A CBT must be taken to provisionaly ride on a motorbike before a motorbike test. You can ride a moped on a full licence without a CBT.
