Motorcycles are fun vehicles to ride. If a person with a motorcycle permit follows all the laws of having this permit, then yes, they can ride out of PA.

I do not know PA laws but here in FL if your license is suspended then it holds true for any vehicle, and not having a valid motorcycle license is going to add to the charges.
Yes. If it is 50cc or less a regular automobile license is all you need. Larger motor sizes require a motorcycle license.
Get insurance as soon as you buy it. Get a form called a BINDER. BEFORE you start the bike or even think about taking a ride. If you wait........... you will be sorry. If anything happens, someone is getting sued, guaranteed.
