yah if u have enough horsepower u can but it also depends of the kind of grip you have like if u have slick tires it might work but it will most likely skid
pocket bikes can be a little dangerous going off-road. they are not designed for that but if it is mild of road with not to many bumps, you could ride it off-road. if you want to put dirt tires and still ride on the road, that would increase its grip, performance and handling.
You cannot ride a pocket bike in the state of Oregon on roads and highways. They should only be used for off-road purposes. If you do ride a pocket bike on roads, you may be subject to a fine.

You can ride a Pocket bike, but just not on the street. You can only ride on private property or in parking lots. It is illegal to ride one on the street and is not safe because they are not road worthy, having minimal to no lights, and a very low top speed, leading to a possibility of getting ran over by an SUV. So it is fine, as long as you stay off of the street.

Off-road - so long as it's private land, you can drive/ride any vehicle you like ! On the road - at 13, you'd be limited to a pedal cycle.
I don't know..., try changing the fuel/air mixture jets on the carburetor?? clean the carburetor? change the spark plug? i don't know man..
