It has everything to do with the position of earth related to Saturn. As the earth reaches its crest in its orbital pattern, the Pacific ocean ships are given a steady headwind that allows the sea level to not interfere with ocean travel. Likewise, at the far peak of the orbital pattern, the Atlantic ocean ships are given aforementioned headwind. It's a hard concept to grasp, but think of it like this: When you drop a feather and a bowling ball at the same time, they, in theory, will hit the ground at the same time (when in a vacuum). This can be applied to such a scenario because the weight of the Pacific ocean is far inferior to the ships' cargoload, thus making the Atlantic ocean also useable at this time.

Montana is closest to the Pacific Ocean to the west. However, On Triple Divide Peak water can flow into the Atlantic, Arctic, and Pacific Oceans. I know you didn't ask, but I thought it was interesting enough to mention.

I believe the Atlantic should be reasonably mild during this time. Hurricane season is going to peak from Aug. 20 - Sep. 10 and the oceans usually get a little rougher during the winter so IMO this would be an ideal time to travel.

The highest peak in NC is Mt Mitchell, at 6654 feet, highest peak east of the Mississippi.

Overall, it was really the responsibility of a high pressure system over the Central Atlantic Ocean. It is more commonly known as the Bermuda High, and this seems to be in place a lot during the peak of hurricane season.
