In New Jersey, you can sell your vehicle as long as you have a proof of ownership title, it is the owners responsibility to have current registration/insurance/inspection if the vehicle is on the road. If the person coming to buy the car wants to go for a test ride you could have an issue there, otherwise it will be his or her responsibility to keep these things current.
