If the person is legally an adult then no, they should have known better then to drive without a licence. Person does not need a licence for you to sell them a car.

I consulted a vet on this one and a staffie breeder... normal cows milk can incourage worms, i was told to buy cartons of puppy milk.. they sell them in most super markets i used to get mine from Morrisons. I wouldn't give it goats milk either, just to be on the safe side.
If you intend to sell them from a stall, you will need a street traders licence.
If you are talking about dairy animals like goats and cattle, the farmers (more commonly called dairy producers) milk these animals out and sell the milk to retailers. Some, like dairy goat producers, make them into soaps, butter, and cheese then sell them in the farmer's market.
