Unless you are a qualified A/C technician with the proper tools, I do not recommend you work on the A/C, other than changing a belt. Leave this to the professional.

On a Dodge Neon, the coolant bypass hose is in the engine compartment. It is under the alternator and AC compressor. Both have to be removed before you will see the hose.
The Neon is charged with 134a refrigerant.The amount used and type of oil are important. Take it to a mechanic.
You recover the refrigerant with an AC recovery/recycle machine.
The 1997 Dodge Neon air conditioning recharging port can be found on the top of the air conditioner compressor. The low pressure port will be labeled as such.
It is way to the passenger side of the radiator, near the ac comp.
