Yes you can ship PV panels. However it makes sense to buy cells (collected together these make a PV panel), locally.

It costs energy to make the panels as well as transport them. They will also be harvesting energy over a 20-30 year lifespan. It makes sense to try and keep the environmental costs as low as possible in producing and transporting them to maximise the amount of energy gained overall.
