You will hear it but the projectile will not go as fast because the water will slow it down. You would not be able to fire another shot unless you supply your own oxygen or surface and inhale.

He will also be pushed back by the air of the blowgun exiting the barrel. As soon as someone takes off the space helmet the skin will immediately boil and freeze; longer exposure will result in unconsciousness and fatal death. So yes it is possible to shoot a blowgun on the moon but you will have to be really quick to exhale and put your helmet back on,otherwise you will notbe able to use the weapon in outer space.
