Public access channels are exactly that, "Public Access". You can take a video camera and make your own show, and possibly get it on your local public access channel. Since the shows can come from a variety of sources, the camera, video editing equipment, talent, etc, is up to the person/organization making it and therefore can be any quality, good or bad. Like "judging a book by its cover", just because a show does not have good video/audio quality, does not mean the subject/content of the show is not worth watching.
