Hook up the terminals of a battery to each end of a piece of plastic. Take the terminals of a voltmeter and put one of them on one of the batter terminals and the other one anywhere on the plastic. If there is no voltage present (the dial shows zero) then the current from the battery is being insulated from the meter by the plastic. Do the same thing with a piece of wire and the meter will show the same voltage that the battery is putting out (in most cases 1.5 volts) showing that the plastic is a very good insulator while the wire is a good conductor and not a good insulator.
