With today's pre and stoned washed fabrics, it's pretty hard to shrink jeans unless you put them in a hot dryer. I f you have a pair of jeans made of pure cotton, (or close to it) you could shrink them, again, using a hot dryer.
Wash them then put them in the dryer on the highest temperature setting.
