In the English language, and most other languages, the tongue is used to form the sounds of certain letters or words. Without one, you probably couldn't speak most languages in a decipherable way, but you could make sounds that could theoretically be made into a language for the tongueless.

I had my tonsils removed two weeks ago and I am only just able to sing without it hurting and before I had them removed I couldn't sing but I couldn't not sing if you get what I an saying. Now though, wow it's not exactly what I call pop star singers voice, but much much better. Its like a whole different voice (a much better one)
They would be able to hum because the vibrations created by your vocal chords are amplified through the nasal passages rather than the mouth, so the lack of a tongue would not eliminate humming. Whistling conventionally requires the use of the tongue. Using fingers, it might still be possible to develop a whistling technique, but without a tongue, the whistler would be much less able to control pitch.
