Without disassembling the tank, filler neck, etc. no you can't.
If you need to drain fuel the easiest way is using a fuel pressure gauge attached to the fuel rail - use the bleed off and run the pump, that is, assuming the pump works.
If that is not an option disconnect the fuel filler hose from the tank and look at the neck of the tank itself - there was a removable insert on some of these that inhibits fuel syphoning. If you pull it out the hole is open and fuel can be pulled out.
If the insert is permanently fixed your only other option is to drop the tank far enough to remove the fuel sender retaining ring, lift the sender out a few inches, and insert a hose directly into the tank.
