It really depends on the dye. Some dyes, like Manic Panic, are a vegetable based stain. As long as you cover your hair, you should be fine. Other hair dyes will fry your hair if they are left in longer than the suggested time. You will have to read the directions specific to your dye.
There are many ways of dying hair. Regular hair dye should only be used on dry, clean, unwashed hair to ensure complete coverage and correct color.
The longer your keep the dye in, the more it will damage your hair. Follow the instructions, closely. ;)
Dye takes better to unwashed hair. Of course having a ton of dirt and grease in your hair is not good either. If you've washed your hair within 3 days, it's fine, color away. If it's been longer I would wash it and wait until the next day to dye it.
Dye it a color when it is clean. However, read the label on your hair dye thoroughly. Some dyes require a wash after you dye to wash the dye out. In this case that means you will wash your hair twice in one day. Make sure you use a leave in conditioner in addition to your conditioner so that your hair gets some moisture back. Bleaching is ok when your hair is dirty. However, I wouldn't recommend letting more then 1 day go by unwashed before bleaching or you may risk uneven color.
