It's an optical illusion. You stack fences or hedges, one in front of the other at a slight angle and it looks like taller fences or "stair step" looking hedges. Kinda cool actually. I did it on my farm.

Farmville does not allow you to "stack" objects. I presented them with the suggestion as I have an over abundance of hay bales. No answer as yet.

Stacking hay bales (or crates, fences and hedges) in Farmville is an illusion. They are not really stacked but placed in front of each other. To stack items, first place a few items next to each other like you normally would. After that, to get that 3d effect, place a next layer of items just in front of it, skipping one square. If you do it correctly, the top site of your second layer item will seem to touch the lower site of your top level item. Once your second layer is finished you can continue adding layers as much as you want. Players that are familiar with this technique often place items "behind" their stacked items to make it look even more realistic. Its just an illusion, you cant actually stack them. They are just placed at the correct angle to make it look like they are stacked.
It's an optical illusion play with offsetting your plowed plots or stacking things like hedges or hay bails so it gives the impression of a different level.
You will have to play with this... but there is a way that you can place hedges or fences behind and to the side a bit so that it looks like their stacked onto of one another... Then place your farm on top.
