No, you cannot stack fences in FarmVille. What you do is creating the illusion of stacking fences and also hedges.

It's an optical illusion. You stack fences or hedges, one in front of the other at a slight angle and it looks like taller fences or "stair step" looking hedges. Kinda cool actually. I did it on my farm.
