No. ECU generally stands for Engine Control Unit, i.e. the brain or nerve centre for engine. Without it - no go. With that said, not all cars have an ECU. An older car with a carburetor, old-fashioned distributor and all that will run quite happily entirely without anything even remotely similar to an ECU. A Diesel car may not have an ECU etc etc.

Many newer cars have anti-theft (and most car systems) in one control unit, including the engine control. If the car is now Fuel injected, I recommend replacing the original ECU (assuming the engines are compatible). If the engine is carburetted, you can still install the original ECU from the 97 engine, although I imagine you probably would have removed the wiring harness. You can try to get an aftermarket ECU or CMS unit that will maintain Antitheft, but there aren't many.
No. The computers look for certain things. If they aren't there, or are in the wrong spot, the computer wont start the car. Its possible to use the ECU from the same car though

hi if you have two ecus they will be different as for some reason citroen wire the immobiliser to the ecu so when you turn the ignition on or enter a code it sends the signal (the code) to the ecu if its happy with the code you can start the car as every car has different codes it will need to be sent off to be unlocked

No. Anytime you swap ecu's make sure the numbers match and if you have the anti thief ignition or key with diode you will need to have the ecu reprogramed by a lock smith or dealer to get the car to start.
